A few questions...
#1: Base attribute checks are 1d20 + Mod + Level right?
I keep hearing that sometimes you don't add your level, etc..

#2: On racial attribute mods, it seems for every +1, there is a -1, is this correct?

Spell and Staff Questions
There seems to be some "cut and paste" descriptions of magic items in the Monsters and Treasure book and they are a little confusing. For example, under the text for magical staffs the rules state that some staffs can be recharged, but then none of item descriptions state any of the staffs can be recharged. Can any of the staffs be recharged?
Also, the Staff of the Woodlands lists a spell that does not exist; Animate Plants. I'm assuming what is meant is the spell Command Plants, or at least the "Animate" version of the Command Plants spell. However, the Animate version text says to refer to the rules for animated objects, and I can't find them anywhere in the rulebooks, although they might be buried somewhere and I need to keep looking.
Can you help clarify these issues?
