At this point, the party would have some basic knowledge of the planes, even without taking the Knowledge (Planes) (INT) skill. This is simply by accumulated rumors and tavern talk. Those who don't have the skill, now have the option of spending 100 XP to gain the 1st level of it.

One of these locations might be Modron Unit 9's retirement home.

Mechanus - Lawful Neutral

Made of gigantic cogwheels that are constantly turning. Nobody knows what its gigantic mechanisms are for. Nobody knows what Primus actually wants to accomplish.

Examples of people who go here when they die:
- That one guy who hates it when people don't follow his instructions exactly.
- That one engineer who wants to plan everything up front, and have no adjustments during the construction process whatsoever.
- That one programmer who will never admit that his code is wrong, and never admit that someone else might have changed it.
- That one GM who refuses to rule in any way other than what the books say. They also refuse to use any non-official gaming products.

Arcadia - Lawful Neutral-Good

The perfect garden plane, planned out entirely in right angles. Anyone who steps off the designated paths is chased down and punished severely. The people here likewise walk only in straight lines and right angles. Meat animals lay down and willingly allow themselves to be killed for food.

Mount Celestia - Lawful Good

Archons and Lammasu live here. It is only possible to ascend to the higher layers of Mount Celestia by a combination of walking, and achieving higher virtues.

Bytopia - Lawful-Neutral Good

The plane of hard work and endless activities. Clean and sustainable industry. Made of two layers that face each other, like Inception. Skilled people might be able to jump from one layer to the other by climbing mountains.

Elysium - Neutral Good

Guardinals live here. It is extremely difficult to get around anywhere without doing good deeds. Peaceful haven of total calm and harmony.

The Beastlands - Neutral/Chaotic Good

Wild and deadly animals live here. This plane enhances emotions, colors, and food tastes very strongly. It can cause mortals to act in a more beastial manner. Air magic and flying don't work. Native animals are difficult to charm.

Arborea - Chaotic Good

Lots of forests and fields. Emotional magic is very strong. Magic in general requires sacrifices to the nature spirits. Constant revelry and partying. This is where Pan / Bacchus lives.

Ysgard - Chaotic Neutral-Good

This is where the valkyries live. Made of earthbergs that crash into each other. Magic requires runic mastery. The plane is full of warriors, werecreatures, giants, ettins, and other combative sorts.

Added spell list with an edit. I used the 5E warlock description for Eldritch Blast and put it into the cantrip 0 level slot. Put the Agonizing Blast into Level 1.The others are a combo from the C&C and 5E Warlock and Illusionist spell lists.

I tried to show some restraint but it feels a bit overpowered. o.O I am certain you will tell me if it is.

How is a magical attack rolled? Is it considered a skill check? Like, d20 + attribute bonus + caster's skill level?

Agonizing Blast (5E) Adds CHA bonus to damage
Chill Touch, (5E) R 120 feet, D 1 round. Ghostly skeletal hand. Ranged spell attack against chill of the grave 1d8 necrotic damage on success
Crown of Madness (5E) p. 229 R 120 feet, Concentration up to one minute. Wisdom save. Twisted crown of madness appears on target. Caster chooses who it will attack in melee. Caster must concentrate or lose control. Can dismiss.

Magical attacks are not rolled. This is part of an overall effort to remove touch attacks from the rules entirely.

If a spell requires a melee touch attack - This is converted to adding a magical charge to a weapon, unarmed, or natural weapon.

If a spell requires a ranged touch attack - This is converted to either striking unerringly upon spell completion, or being a throwing weapon attack. Usually if a spell explicitly states that the caster holds something in the hand, then throws it, like Produce Flame then that becomes a throwing weapon. Otherwise it strikes unerringly.

Never worry about being overpowered. D&D monsters are written the way they are, and the monsters in the Planescape books are no exception. For instance, the dreaded Wastrels are written as level 1 creatures.

I like how flexible this is for character creation.

If I understand correctly, DEX becomes pretty important for spell casters -- more important than CHA or INT even? Like, if I cast a ranged magical attack I would use DEX instead of CHA? If so, I should rearrange my attribute scores.

What happens if there is a save mentioned in the spell description?

Most ranged spells don't require a roll to hit. That means that Eldritch Blast hits unerringly. Only spells that say that you can hold it in your hand, then throw it, require a roll to hit. Of course, DEX is always a nice attribute to have.

Save Difficulty = 10 + caster level + caster's attribute modifier

Caster Level = lowest of experience level, magic potential, and magic power skill

I now realize that Warlock Pacts (CHA) skill has no benefit for having a high CHA, so I will adjust that too. It will be something like - a bonus number of pacts equal to CHA modifier.
