I'll cheat. Gary Gygax: he never said no but that didn't mean you had any chance of success without being extremely lucky. He did not coddle or cave to "lawyers" either - whatever he wanted, he did, and that could mean he was cheating.

It says a web version. If that is the case, it would seem that OS is practically meaningless. Although, it would depend on what they mean by "web version." Does it save a seed or something? Do you export as XML or other file format?

I don't know enough about it but perhaps that it uses a system generally similar to C&C but is lauded as "innovative" whereas C&C is derided for the same. There are some differences though and I can only assume the former gets its praise because 'saves' don't feel static...
