It sounds like you mean, "Roll initiative first, then the winning side declares actions, then the losing side declares actions, then the actions are carried out." But I could be misunderstanding you. That's what I meant. but your next post is better! losing side declare first, risking the...

Re: To Declare or Not To Declare?
What worked for me was always, roll initiative, and if the PCs win, ask them what they are doing. Then the NPCs react. or visa versa, as in, roll initiaive, PCs lose, Hey, this guy hits you, this guy misses you, this happens... etc etc... if you lose initiative, youre on the defensive, so planning/d...

I'd say the last one is too real, too soon to be fun.
but that's just me.
That said: I dig the realism to this! fallout! nice! killing towns guards?! crazy bad move! Not sure of your magic level in town, but how about a powerful wizard is hired to harry the PCs... perhaps for years to come...

My advice (from player side of the table) is avoid saying no. make it a siege check and encourage the players to think out side the box.
The default is YES, not "no you don't have the feat, skill, bene, bonus, etc etc"

The Siege Engine is great. it might seem like there aren't enough rules at first, LOL. but there are, and that's the elegant beauty of C&C.

I figure the drawers can just be glued and tacked together, right? it's not like a huge drawer of tools, just a few pencils and such.
it's just so BIG you'd have to sit on a stool to see the players.
