I like this approach (using npc's to create disparity). Personally I don't play beyond level 12 (to many stories to tell, not enough time to tell them), but you bring up a good point about static xp accumulation.

Fair points, I just try and keep options open for my players. I don't like pigeon holing them into a specific stereotype if I don't have to. If one of my rogues doesn't want to shoot arrows from the dark with poison, but would rather melee attack Errol Flynn style, I like to try and accommodate.

that is the reason for dropping the str mod to dmg on the off hand atk. That being said, I found the dual weapon advantage in the CKG. It reduces the penalty by 2 for each hand so it becomes -1 and -4. That is much more manageable. I would gladly award that advantage to a dedicated dual wielder.

I still think the penalties are too stiff. I have played too many games now where there is no penalty for two weapon wielding and the game didn't break. I just don't see a reason for penalties to dual weapon wielding anymore. However, I don't think one should be able to dual wield whatever they want...

What is discouraging about it? There is no penalty in the proposed house rule beyond making a second attack roll or seige check.

I'm sorry everyone, I got my D20 SRD silver weapon rules confused with my CnC silver weapon rules. The SRDs impose a -1 damage penalty and the CnC rule offer a +4 damage bonus versus lycanthrops.

I guess that is what I'm bemoaning, the fact that many players would get upset that they aren't as strong as the other players. Heck, I've seen it in games where players were the same level and one player was able to capitalize on their player abilities more often than another player.

I dont mind a 1-4 level spread, but I actually like the idea of a huge level spread (ie frodo and gandalf). That is, IMO, the greatest weakness with level based games versus skill based games like the d6 system.

Have you ever started your players at different levels? I did once in dnd 4e. The results were mixed, it didn't effect the game at all as I expected. What did you notice when you tried? Oh, and by about the sixth session, everyone has caught up to each other.
