The price and EV differences are there but fairly inconsequential. After a level or two characters don't have a hard time buying standard weapons. If that is the case, why would anyone take anything other than the heavy crossbow? If the ROF is the same across all weapons then the heavy crossbow is the clearly superior choice. Shouldn't there be a tradeoff?
