to your original questions, I love the idea of heavy armors limiting dex modifiers and things you can do purely for balance and keeping AC lower.
CnC can be tweaked many folks house rules have skills, abilities, languages, feats all sorts of things. Many of which are in the CKG.

I would make a fast chart for 1, 5th, and say 10th lvl PCs and set the level of difficulty of these things into math so it seems about the same then from those three comparison points you should be good. But recall in CnC saves never get easier as the opponents level counts against you.

The basic classes really do have most of it covered. tweaks to them are just that tweaks. balanced ways to handle specific multi class are nice. Flavor change classes. Make up you own, think of a simple plot a simple task and go for it.
1) No one will have already played it.
2) You will not forget anything or worry about details.

My one friend ran from half a page of notes, he just went with the flow.

Thanks serleran, all great input.

magic items to me are like spells so they rarely stack with armor be it masterwork or magical... just a guide.

big heavy armor is its protection. leather and dex is another form... lots of magic is a third, but not all together.

I know armor cannot be stacked on top of each other, only the better one wins. Only one shield, etc. Shield spell is clear how it works, as does Dragon Armor. Half Orc +1 to AC with NO armor. Create a "mass knock" spell or "open all doors" spell or a wish spell to make all locks and bindings disappear then camp out at the main entrance to kill any trying to flee ... only go in after a few months (a time when you assume after the creatures have all fought to the death)...
