The problem was briging monsters over from other d20 sources to have a way to set CR appropriate for level. The monster and Treasures book pretty much has nothing to go on. My goal was to be able to convert something from another system instead of just guessing a number.

I finally figured out a way to make SR work in C&C. Lookup a Similar monster in D&D 3.5 or Pathfinder or any other d20 source. Take it's CR and Subtract 10. If the value is less than 2 it's 2, if it's more than 21 it's 21. Although if you wanted to do it the lazy way you could get away with ...
