My NPC's are generally written up fairly close to an M&T entry. I don't bother with class or anything like that. Under the the "Special" entry I'll add any class abilities they have. So, my warrior type lordling who dabbled in the arcane might have HD: 5d8(24hp) and under special list ...

I rarely use levels for an NPC, usually just HD. SOme will be low HD, others will be high. Depends on what makes sense.

Completely missed that in the CKG. Glad to see they changed it, they went with target level instead of spell level for the check. I dig it. The PHB has the recipient making a save, which made no sense.

Given the fact that a creature can voluntarily fail its saving throw I find the mechanics in this a bit wonky. In the past I've utilized the Illusionist making a CHA check with a CL of the spell level in an attempt to impose his will on reality.
