He is using a standard SIEGE check for attacks. That's why he has a CL = HD of the target. But instead of adding level like a class skill would, he adds BtH. Its simple, roll d20, add BtH, fighters add specialization bonus. CL is HD of opponent, or highest HD of opponent in a mixed group that is effected by what the fighter is attempting.
